A report has come out that outlines the conditions surrounding one of the picks the Falcons received for Julio Jones:
The conditional aspect of the 2023 4th-round pick is as follows:

While I wasn’t totally pleased with the return for the Falcons, this isn’t a horrible condition. Sometimes, teams may receive a lesser pick if a traded player doesn’t meet certain incentive goals. These are how compensatory picks work in the NFL, via NFL.com
“[c]ompensatory picks are awarded to a team losing more or better compensatory free agents than it acquires in the previous year. The choices are positioned within the third through sixth rounds based on the value of the compensatory free agents lost.”
As of now, the Titans could lose guys like Rashaan Evans, Jayon Brown, or Harold Landry. They may keep them all and not get any compensatory picks. A lot can change between now and then, but the Falcons are at least guaranteed a pick in the fourth round.
