According to the LA Times Bill Shaikin, the Braves will start Huascar Ynoa in Game 4 of the NLCS.
Huascar Ynoa is starting the Braves’ bullpen game today, according to the Dodgers’ game notes.

We knew the Braves were going to go with a bullpen game in Game 4. However, Ynoa was the team’s fourth starter all season. If he finds a groove, there’s no telling how long Brian Snitker will let him go. Still, I expect Snitker to have a quick hook once Ynoa finds some trouble. I don’t imagine him going longer than three innings.
After that, it’s anybody’s best guess, but I imagine Drew Smyly is a legitimate option. The Dodgers struggle against lefties, and Smyly has had some success in the playoffs, albeit it came nearly a decade ago. Depending on how the game goes, I expect the usual cast of characters to come after that like A.J. Minter, Tyler Matzek, Luke Jackson, and hopefully, Will Smith to close it out.
